My own take here is that emphasizing complexity makes the whole thing -- please excuse the crude irony -- more complex than it needs to be. Complexity comes from left-brain debating about mechanistic solutions. This is our mainstream debate at present, charged with fear and accusations of evil all around. The overriding variable is low trust -- or, in extreme conflict, absolute distrust. It is very tribal even in the most 'sophisticated' places. I think trust is key, and trust depends on personal engagement -- communication across loyalties. Distrust is most intense in the most traditional and tribal regions of developing countries (Rajasthan in India, Northerwest Frontier Province in Pakistan, and Upper Egypt) and in the 'verbal' disciplines in the fancy research universities.

In my work in the most tribal part of rural India, people commit to engagement at different levels and speeds. In the most tribal regions, with roles most strongly defined by tradition, a period of 'social development' or 'hand-holding' is necessary to create levels of trust that are necessary for engagement. In the most 'difficult' environments this can take a number of months -- in some cases a year or longer; but if you commit to this social development, the process works everywhere -- in every one of the thousands of schools in which we are working there. Understanding this element of complexity explains why donor- financed programs have so little to show for them: because they want results on a clearly defined timetable. This is a prescription for failure.

We could think of it as a political party whose platform is to constantly evolve its platform based on the principles of dialog and deliberation. In other words, the unifying ideas are not policy goals but process goals. A way of doing politics that measures outcomes based on interaction among the participants and the extent to which we reach consensus. I don't think there needs to be a mechanistic way of implementing the consensus policy at first. As the group builds consensus, it will be difficult for politicians to ignore and eventually we may have politicians run purely on implementing the party's policy consensus. Like Bruce describes, it will have its own gravity. (Though the examples David Bollier gives in the talk are not inspiring. I have been working on structure and tools to help get people to the bottom and my most recent one is (not a great name but it was available). It encourages groups of people to keep going deeper and deeper into the conversation by constructing an argument tree to keep items in context.
