I am going to risk an opinion (and a suggestion) based on five years of teaching in a high school composed primarily of evangelical Christians. (And I will note that I am not such, that I am progressive in my politics, and that it has been a truly wonderful experience.) I want to distill my thoughts through the seeming polarities of freedom and caring.
Many evangelicals, I think, value freedom primarily as it relates to freedom of religion. Specifically, they want the freedom NOT to have their lives controlled by the values of an amoral wider society (as reflected in its secular government). The believe that--particularly on the left (which seems to hold scientific materialist rather than religious/spiritual worldviews)--the values of openness and inclusivity are really code for lack of firm values or for cultural relativity. With regard to caring, evangelicals seem to me to practice it deeply within their communites of faith, within the wider evangelical community, and in terms of missions--often overseas--which are faith-based. This attitude of caring is beginning to spill over to a caring for creation, but not so much to society as a whole, which evangelicals distrust.
Many progressives, I believe, also value freedom, often as a right or responsibility not to conform. One certainly saw this in Vietnam and in the Civil Rights Movement. It goes back at least to Thoreau. Insofar as caring, it seems axiomatic that this should be without boundaries or qualifications such as religion, and should be targeted towards the poor and oppressed and towards the environment.
Okay, this may be a very simplistic evaluation, but let's say it fits in general terms. Is there really so much difference? Isn't there a lot of common ground?
Here's where I see the the blocks to understanding and willingness to reach out to one another and to work together (using a few illustrative examples). For an evangelical, liberal caring seems contradicted by a lack of care for the unborn, based on a lack of recognition of the soul of the fetus, possibly based on a lack of belief in a soul at all. On the other hand, liberals see conservatives (including evangelicals) embracing the free market, which produces gross and inhumane income disparity and poverty. Conservatives also support capital punishment, so where's that supposed value of the sacredness of life? So each side sees the other's pretensions to values of caring as mere lip-service.
My suggestion, then, is that a good place to start dialogues between left and right would be around values of caring. I believe the evangelical community would be more than ready to enter into such a dialogue and--if it were conducted so as to facilitate deep listening on both sides--each side would find it a total eye opener. I believe dismissiveness would be replaced by appreciation for sincerely held values, which would lead to a willingness to work together. I think such a conversation would address both of the negative types of individualism (atomistic and subjective values) that Michael speaks of in his blog post, though I may be guilty of misinterpretation and over-simplification.
One place to start might be an interfaith/beyond faith dialogue. Some years back I spoke with a group of leading transpartisans about such an initiative, but it fizzled (my failure). I would love to see it include evangelicals (including African Americans, who would bring their own perspectives about the effects of our "free" market) and Quakers, both conservative and liberal Catholics, Jews, Buddhists, and Muslims--as well as agnostics and atheists. Perhaps a group of representative leaders could be assembled to begin such a dialogue publicly, serving as a model for many subsequent dialogues within communities and neighborhoods. I don't know if this resonates with others, but it still seems to hold a great deal of potential to me.

As my friend Lawry Chickering has long argued, freedom and order (to which the idea of responsibility is related) are values in constant tension, both within society and within each of us. As individuals, we assign them relatively greater or lesser priority, depending on the arena of life activity in which the tension becomes manifest. Empirically, we can generalize how libertarians, conservatives, liberals, progressives, and others tend to prioritize the two values. What interests me, though, is what lies at the root of different perspectives. There are many candidates for consideration, including level of comfort with hierarchical social structure, aversion to risk, where the boundary is drawn between in-group and out-group, how much responsibility one bears for consequences and circumstances not the direct result of one's actions, assumptions about human nature, and so forth. Yes, atomistic assumptions are probably more common, or at least more apparent, on the libertarian right, less so on the conservative right (conservative in the sense that Burke, Oakeshott, and others viewed the relationship between individual and society). But the tendency to see things (and people) atomistically (as discrete and even independent entities) rather than organically (as necessarily existing in mutually dependent relationship) pervades the modern outlook. It does so because atomism was the metaphysical view that underlay early science and its analytical reductionism. Hence even liberalism tends toward an atomistic perspective (though this has been challenged by pragmatism and by so-called post-modern critiques). Nevertheless, it is probably accurate to say that the political left is more inclined to emphasize the connectedness and mutual influence of all things, and the political right is more inclined to emphasize the discreteness and independence of all things. I'm not sure there's a single point of entry into constructive discussion of the differences between partisans of left and right. For me the important question is how deep we're willing to go into the sources of those differences; how candid we can allow ourselves to be about those sources; and how able we are to understand, appreciate, and acknowledge the "not unreasonableness" of each other's views. Atomistic individualism feels like a more right wing, libertarian thing, while subjective values individualism feels like more of a scientific materialist/moral relativistic (and therefore more left wing) thing to me. Am I understanding these properly? I agree with you, Michael, that both feel destructive--because they hinder our ability to find agreement on what is helpful and what is harmful in our society and to work together on strengthening the former and alleviating the latter. If I am right, and each end of the spectrum owns a piece of this dysfunction, might that suggest any promising basis for reevaluation of these ideas and for forging a relationship to--as Stephen says--define and assume together our mutual responsibilities?

When we put those two ideas on the table, are we really talking about government? Or - indirectly - are we actually talking about the personal identities we prefer? Let me suggest a different starting point. What if we start with "the question of shared responsibilities"? "As citizens, do we have shared responsibilities? Do we have shared responsibilities for the well-being of our communities? Of our society? Of our nation?" This approach leads directly to questions of corruption and integrity. Do we have shared responsibilities for the integrity of commerce? Do we have shared responsibilities for the integrity of politics? For the integrity of government? I think the shared responsibility question has real potential as a starting point for transpartisan conversation.. And - once we've opened that door - then we might find ourselves weighing two approaches to individualism. How do we feel about individualism at the expense of responsibility? How do we feel about individualism from within a framework of accepting responsibility? I think "shared responsibility" is a promising place to start.
